Pakistan to hold its first digital census in 2022

APPROVAL OF FINAL RESULTS OF 6TH POPULATION & HOUSING CENSUS on 12.04.2021

As per decision of Council of Common Interest (CCI) to conduct Population and Housing Census-2017 started from 15th March to 24th May, 2017. Provisional results were notified in November 2017, however due to opposing of some stakeholders final results were not approved. Keeping in view the sensitivity of the Census results the Cabinet decided to constitute a Ministers Committee on 11.02.2020 for detailed deliberations on the matter with stakeholders and for recommendations regarding finalization of results of Census-2017. The Committee conducted six meetings and after extensive discussions & considerations submitted its report with recommendations for approval of results of Census-2017 in a larger national interest and to the conduct next census earlier possible by adopting modern technologies. The Cabinet in its meeting held on 22.12.2020 approved the Committee recommendations for forwarding it to CCI 44th meeting for final consideration. CCI in its 44th meeting held on 07-04-2021 considered the summary for approval of the recommendations of final results of Census-2017. The CCI in its 45th meeting held on 12.04.2021 deliberated on the subject and approved the final results of Census-2017. The final results have published through gazette notification dated 27.05.2021 and also been uploaded on the PBS’s website i.e. www.pbs.gov.pk  for the use of General Public and other stakeholders etc. Detail results including Age, sex distribution is also provided to users/ policy makers for informed decision making.

CONDUCT OF 7th POPULATION & HOUSING CENSUS (3rd , 4th, 5th and 6th meetings)

Ministry of PD&SI has constituted a twelve members Committee comprising of renowned Demographers & Experts for recommendation & adoption of best practices for upcoming Census under the Chairmanship of Deputy Chairman Planning Commission (DCPC). First two meeting were held on 14-01-2021& 26-03-2021. Consequently, 4-meetings have been held from April to June2021. The fifth meeting of the committee for Recommendations & Adoption of Best Practices for upcoming Census was held, on 10th June, 2021 Mr. Asad Umar, Minister for Planning Development & Special Initiatives also attended the meeting through Zoom Link on invitation of worthy Chairman. To review the progress made so far by the committee regarding devising recommendation for conduct of upcoming Census.

Sixth meeting of the committee was held on 25th June 2021, PBS provided the work done on TOR-4 regarding “To review the best practice of field operation including monitoring /supervision, and data processing to minimize the omission/ errors and complete coverage” along with consideration based review of Census 2017 process for improvement in upcoming Census. Representative from NADRA also attended the meeting detail deliberation were made on Civil Registration Management System (CRMS) and the updation of data on the system. It was discussed in the meeting that CRMS at this stage cannot be used as register for census, however PBS may discuss with NADRA for risk management mechanism for conducting Digital Census.

The chair direct the PBS to complete the report and submit first draft by 1st July, 2021.

Taking another step towards digitalization, Pakistan will begin preparations to conduct the first digital census in 2022.

The federal cabinet has decided to run a pilot census to test all aspects of the digital census backed by geographic information system (GIS). The use of digital technology and GIS will modernize the entire census process, making it more transparent, efficient and accurate. Prime Minister Imran Khan has constituted a special committee for a detailed discussion on the seventh population census.

Pakistan will be utilizing sophisticated technology for the first time to conduct the census, said Information Minister Fawad Chaudhry in a post-cabinet media briefing. The entire process would take 550 days (or one and a half years) to complete the population census.

A national census coordination center will be set up along with the involvement of all stakeholders, integrated media strategy for public awareness campaign and comprehensive security arrangements will also be made, according to the officials.

The questionnaire for the census will be simplified, the field operation procedure will be comprehensive and census workers will be thoroughly trained, according to the details. A post-census survey will be conducted to validate the census results.

The population of Pakistan is 207.68 million according to the 2017 census which was conducted after a gap of 19 years. Pakistan has conducted total six population censuses in 1951, 1961, 1972, 1981, 1998, and 2017.Prime Minister Imran Khan addressing at the Joint Session of Parliament in a file photo. Methodology

The country’s 7th Census (Census 2022) will be done digitally. Till now, the process involved visiting every household and filling up forms. This year, workers going door-to-door will have tablets or smartphones that will let them enter information digitally.

For this, there is a provision for self-enumeration, a mobile app for the collection of data and a census portal for management and monitoring of various Census related activities.

The government has decided to move a summary before the Council of Common Interests (CCI) for seeking approval on holding the 7th Digital Population Census next calendar year under the foolproof security of personnel of armed forces.

After approval of the population census by the CCI, the government would notify the chief census commissioner and the provinces would notify their respective provincial census commissioners respectively

The army’s help will be sought and approximately 250,000 personnel of armed forces will be deployed all over Pakistan with the mandate to ensure foolproof security on the eve of the upcoming Population Census.

This upcoming census will be conducted on a de-jure basis instead of a de-facto basis as everyone will be counted where he or she was living in the last six months.

The next population census will be compiled on computer tablets and the government has estimated to procure 100,000 tablets. Some 600,000 enumerators belonging to education, health, and local government departments will be deputed to fill the questionnaire of population census in detail.

The Census 2022 questionnaire has been finalized by the committee and the summary for CCI for approval of the execution of the census along with the work plan has been sent. the cabinet on 5th October 2021 has already approved the recommendations of the census advisory committee for forwarding to the CCI.

Keeping in view the challenging timelines and gigantic activity of the first-ever digital census, the PBS is collaborating with different national organizations like National Telecommunication Communication (NTC), NADRA, SUPARCO, NRTC for the provision of services for successful completion of activities.

On 17th Semptember 2021,in a high level meeting under the chairmanship of Federal Minister Asad Umer regarding the 7th population and Housing Census which was attended by Federal Minister Education Mr. Shafqat Mehmood ,Federal Minister for industries Mr.Khusro Bakhtiar,Federal Minister for Inter Provincial Coordination Dr.Fehmida Mirza and Federal Minister for Economic Affairs Mr.Umer Ayub Khan, Federal Minister for Defence Production Ms Zubaida Jalal,Federal Minister Privatization Mr.Muhammad Mian Soomro and Deputy Chairman Planning Commission Mr. Jahanzaib Khan.the proposals prepared by the Census Advisory Committee (CAC) were introduced before the forum by the secretary planning Mr.Hameed Yaqoob Sheikh.

Third Meeting With Planning

Later the third progress review meeting On the 7th Population & Housing Census 2022 which was chaired by Federal Minister for Planning Development & Special Initiatives Asad Umar was held on 26 November 2021.Meeting was attended by Deputy Chairman Planning Commission, Secretary PD&SI, Chief Statistician PBS, Mr. Muhammad Sarwar Gondal (Focal Person on Digital Census) and Ms. Rabia Awan Director of Census Planning & Coordination Section.

In the detailed presentation on census work plan it was informed that the hard work is being done to provide data to the election commission by December 2022 for general  election in 2023.census questionnaire was also finalised  and Summary for CCI for approval of the execution of Census along with work plan has been sent. Further for the provision of services for successful completion of activities PBS is consorting with National Telecommunication Communication (NTC), NADRA, SUPARCO NRTC.it was also informed that preparation of advertisement to hire the firm for social media campaign for the public has been made.

The importance & sensitivity of matter and decision of CCI to conduct next census as early possible by using modern technologies, Government of Pakistan constituted a Census Advisory Committee of renowned Demographers & Experts from all Provinces under the Chair of Deputy Chairman Planning Commission (DCPC) to bring credibility & transparency to the whole Census & to adopt best International practices for conducting the Population & Housing Census. The Committee after series of meeting devised recommendations and strongly proposed that in order to bring transparency, credibility and ownership of whole census processes, Provinces must be involved from start to end i.e. from planning to compilation of census results.

 

The  7th Population & Housing Census online orientation meeting with Chief Secretaries of all Provinces/regions was held on 13.08.2021 under the Chairmanship of Secretary, M/o PD&SI.

 

It was decided that physical meetings of PBS teams will be held with provincial governments/ AJ&K & GB for detailed deliberation and feedback on recommendations before its finalization for approval from the appropriate forum.  In pursuance of the decisions of the above meeting, following meeting with provinces have been conducted so far:

PUNJAB

The provincial consultative meeting was held in Punjab on 6th September 2021 under chairmanship of the Secretary, Government of the Punjab, School Education Department, in Auditorium of P&D Board Punjab, Lahore. Secretaries and representatives of Education, Health, home, Local Government, Board of Revenue and planning & Development attended the meeting. The PBS team presented the detail regarding the broader recommendation of the Census Advisory Committee with clear road map and timelines to complete the process. It was informed that as per directions of the CCI, the upcoming Census will be the first ever    “Digital  Census” of Pakistan, the detail methodology and use of modern technology was explained and highlighted the role of provinces in the field of data collection & monitoring process and informed all the feedback regarding process and the tools will be incorporated in the recommendation after completion of all consultations before final approval.

 

SINDH

Second Provincial consultative meeting was held in Sindh on 8th September 2021 under the chair of Chairperson Planning & Development Board in Committee room of Planning & Development Department Sindh Secretariat Karachi. The team of PBS and focal person on Digital Census given a detailed presentation regarding the recommendation of the census advisory committee and the design /process of conducting the next census Digitally. In order to avoid the controversies and problem faced in previous census, involvement of provinces in the designing, conducting and finalization of result is imperative for transparency, credibility and ownership of the process. The chair acknowledge the efforts of PBS and was of view that due to sensitivity of matter, the process must be designed diligently with integration of all risk mitigation mechanisms for successful completion. the recommendation of broader consultation with all stakeholder, the chair strongly recommendation that consolidated provincial recommendations may be prepared for approval of political leadership / government for ownership.

 

BALOCHISTAN

The third provincial consultative meeting was held in Quetta on 10 September 2021 under the supervision of chief secretary Balochistan. The meeting was attended by secretaries and representative of all relevant Department. The team leader of PBS and focal person on digital census present a comprehensive presentation on all aspects of Digital Census from design to process. They emphasize that the participation of all stakeholders is very important for smooth execution of reliable census process. The chairman and participate took keen interest in census process and share their reservations in open forum. The suggestion regarding toward the involvement of latest technology, sharing the draft of Questionnaire, timeline and other relevant information with provinces for avoiding any controversy in Future. The participate also suggested a proper planning to cope with the issues like public awareness, training of Enumerators, out sourcing of different tasks to devise an act for powers of Census Officers, allocation of appropriate budget and monitoring of performance. The Balochistan government assured their full support to conduct first ever Digital Census.

 

KHYBER PAKHTUNKHAWA

The fourth provincial consultative meeting was held in Peshawar   under the supervision of government of Khyber pakhtunkhawa. The meeting was attended by secretaries and representatives of education ,health, local  government, board of revenue and planning And development. The recommendations of census advisory committee with clear roadmap and timelines to complete the whole process were presented by team leader and focal person of PBS.The upcoming census will be the first ever Digital Census. Further the detail plan and usage of modern technology was shared with all participants of meeting. The role of provinces in  the field of collection of data and monitoring process were also remained under discussion    the recommendations after completion of all consultations before final approval. The Provinces and relevant department will be consulted at each and every step.

 

GILGIT/BALISTAN

The fifth provincial consultative meeting was held on 16 September 2021 in Gilgit under chairman ship of secretary government of Gilgit/Balistan at provincial secretariat. The representatives of all concern Department’s attended the meeting the team of PBS on digital census delivered a detail presentation regarding the recommendations of census advisory committee and methodology of conducting a next Digital Census. they also explained the involvement of provinces in designing, conducting and finalization of results is imperative for transparency credibility and ownership of the process .the head of meeting acknowledge the efforts of PBS and appreciate the idea of digitization and was of view that due to sensitivity of matter for proper planning is required for selection of equipment, hiring of professionals, enumerations inappropriate weather in hard areas of G/B and budget allocation.

              These meetings are a remarkable step towards confidence building of stake holder/(provinces) which will be helpful in gaining the support of provinces during census process and acceptability of census results.
